• Section 10-17 of the School Code (105 ILCS 5/10-17) requires school districts/joint agreements to complete the Annual Statement of Affairs (ASA).

    To meet this requirement, annually the district must:

    1. Publish an ASA summary (tabs 4-6 of ASA form) in a newspaper of general circulation on or before November 30.
    2. Submit the ASA to the Illinois State Board of Education (ISBE) on or before November 30 for posting to ISBE.net.
    3. Retain copies of the ASA in the administrative office of the school district/joint agreement.

    The ASA is separate from the Annual Financial Report (AFR).

    Even if the AFR (audit) is incomplete, the ASA is still due and should be completed using the district's accounting records or a draft AFR. These records can be obtained from the district auditor.

    Any ASA filed late will be marked as a finding on the audit questionnaire page of the AFR.

    After December 15 annually and upon 10 days of prior written notice to the district, ISBE can discontinue payments to the comptroller on behalf of the school district if the agency has still not received the ASA (or if the district is otherwise not in compliance).​
